Spectrum’s HEAP  & Weatherization Services are available to Alameda County residents looking for utility bill payment assistance and energy efficiency services.  

Low Income Home Energy Assistance Program (HEAP)

HEAP is a federally-funded program to help low-income households pay their energy bills. Assistance is in the form of a direct payment to the utility company on behalf of an eligible applicant. Eligibility is based on the household’ s total monthly income, which cannot exceed the HEAP income guidelines listed on the website.

Federal HEAP funds are for households with low incomes and high energy costs, prioritizing households with elderly, disabled persons and/or children under six years old.

Low Income Weatherization Assistance Program

Weatherization helps by upgrading a home by installing products that makes the home more energy-saving. Homes being weatherized stay warmer in the winter and cooler in the summer. The average yearly savings is over $400(1) per household.

As a federally-funded program, Spectrum can give energy-saving measures to people who meet our eligibility requirements. Priorities are placed on households with seniors (60+), disabled, and children under 6.

  • Smoke Detectors and Carbon Monoxide Alarms
  • Microwaves
