Los Angeles County has successfully adopted a plastic bag ban with a 10-cent paper bag fee, an ordinance that will apply to all unincorporated sections in the county. There is still a possibility that LA County may be challenged or sued by the American Chemistry Council, one of the main opponents of the plastic bag ban, on the grounds that Prop 26 requires a two-thirds public vote for any new fee. There is a hope that Prop 26 does not apply if the fee stays with the retailer and is not collected by a governmental agency. Overall, this is a great step forward and will help all cities that are planning bans. Read more here.
