Based on the Berkeley FIRST solar financing program, the CaliforniaFIRST Program provides local governments access to low-cost financing for projects that provide a tangible public benefit, contribute to social and economic growth, and improve the overall quality of life in local communities. It allows property owners to finance energy efficiency and renewable energy projects for homes and businesses. The financing is repaid on the property tax bill over 20 years and stays with the property, even if the owner sells the property.
